It also integrates with ground-based wired and wireless communication networks, complementing and supporting each other to achieve an integrated space-ground communication network. Specifically, it provides an emergency individual combat system for disaster sites. Centered around the goals of "rapid response, quick mobility, command on the move, and precise command," it optimizes the combination of satellite communication, wireless communication, computer networks, and other communication methods with broadcast amplification, audio-video collection and processing, real-time image transmission, and communication dispatch management platforms. This constructs an efficient communication and command information platform.

Central Command Center
- The central bureau and branch offices, as well as associated units, conduct video consultations through video conferencing. On-site intelligent terminals can join the video conference sessions.

Remote Command Center
- Establish an audio-visual command and dispatch console at the headquarters, featuring video wall multimedia command and dispatch capabilities. This serves as the core of the command and dispatch system, enabling video command and dispatch, group intercom, GIS map dispatch, and multi-party video conferencing.
- Headquarters dispatch personnel communicate with frontline teams via satellite networks and temporary communication systems.

On-Site Rescue Command Center
- A temporary command and dispatch center supporting a three-screen setup, responsible for commanding and dispatching all equipment within its jurisdiction.
- In case of temporary needs, it connects with the headquarters via satellite networks or other temporary communication methods.
